When no one from Canada, Germany, or Japan jumped at the opportunity to build on Pauline’s Prairie, housing officials hit the road, sending representatives to hotel and vacation conferences to wine and dine potential investors in person. At the same time, they tried to entice amusement park companies, like Six Flags and Disney, to the cleared land. When these plans didn’t work out, they considered bringing a recreational vehicle park to town.91 Again, nothing happened. Some years later, the authority produced Atlantic City: Cleared for Take-Off, an amateurish video with a tired aviation theme that bragged about the city’s low tax rates and favorable business conditions. Still there were no takers, and the land sat empty.92
